Memorandum Composition First section: Identify the context for the memo - what is the context related to and what is the reason (issue) giving rise to the memo. Be clear and concise. At the end of this section, the reader should have a clear understanding how you want to proceed. Fifth Section: Close by asking for agreement to take action or proceed as appropriate.
