There was an article in November '08, that discussed the use of agency funds (which gets both private and public money) for three top executives who purchased airline tickets from Orlando to Dubai. Two of the top executives paid for their tickets with private money and flew coach to Dubai. The third one attending the conference bought his ticket with agency funds and spent more than $9,200.00 to fly business class. The coach dass ticket was about $1,400. Mr. Sain, who flew business class, called the price of his plane ticket "the cost of doing business". His response as to why he had to fly business class was that he could not fly that far, be well-rested, and be ready to do business when traveling in a coach seat. Mr. Sain received both public and private money so should this expense really be allowed out of agency funds
