The Government of Andhra Pradesh[India], in its endeavor toprovide simple, moral, accountable, responsive and transparentgovernance to its people, launched ‘SMART GOVERNMENT’ (Smartgov) atthe secretariat level. This project resulted in an automaticworkflow in the secretariat and ensured not only internalefficiency but also provided an effective tool for performanceevaluation. With it the leitmotif came to be efficacy. In Smartgov,on receipt of a document, it is scanned to generate a number forthe file and is e- mailed to the concerned officer. The officialnotings are done electronically. The system being automaticenforces the desired checks and balances. It curtails negativismand over rides all hurdles of resistance and opposition tochange.
The project Smartgov has helped in introducing paper less fileprocessing system in the Andhra Pradesh secretariat. It has notonly helped in reducing the time consumed in processing the files,but also significantly improved the quality of decisions besidesdecrease corruption.
The new governance improvisations/systems because of theirfaster, efficacious, efficient and effective remedial implicationshave evoked a positive response from the public in general and theadministrative set up in particular speaks volumes for itsacceptability. It can, thus, be safely inferred that the totalsuccess of effecting changes can only be ensured if it is precededwith requisite training and orientation programmes for the endusers. This will minimize resistance.
