i have this assignment to do and i dunno how to structure it asi didnt have enough informations about the layout and thestructure.

Assume your group comprises the Sydney City Council. In aneffort to reduce inner city congestion, there is already a projectto establish light rail. But public frustration with theconstruction is palpable as the noise interrupts businesses andcauses delays getting through the city.
Furthermore, there are increases in the number of trafficincidents involving pedestrians. Having recently visited the traumaward at Sydney Hospital and conversing with families of the injuredand recently dead, you have been moved to again consideraction.
An idea has come from the public suggesting that the speed limitin the inner city should be reduced from what it currently is at 40km/h. This measure is sure to further infuriate motorists and causeeconomic costs for the city but also lead to less injury anddeath.
Just this morning, you pick up a copy of the newspaper thatincludes a photograph of absent-minded pedestrians crossing theroad at George Street; all pedestrians are watching their phones,rather than the oncoming traffic.
Your task is to determine whether the inner city speed limitshould be changed and if so, what new limit should be introduced.Furthermore, if you decide to change the speed limit, what measureswill you introduce to help the public cope with the change?
