Speed of the paper (in ground frame) = Speed with which he can throw + speed of the cycle

                                                        =5.1 m/s +8.3 m/s

                                                        =13.4 m/s (Ans.)

CONCEPT:

The concept is not much difficult but requires a general understanding of what is actually going on. I hope you understood that the paper's velocity will be added up with the velocity that he is already having (cycle's velocity) to get the net paper velocity in ground frame.

Still comment in case of any doubt.
